EXECUTIVE BOARD

The ASPCRO Executive Board provides leadership, guidance, and strategic direction for the organization. Board members are elected from state regulatory agencies and bring valuable experience in structural pest control oversight.

John Pitcock

President

John Pitcock was born and raised on a small farm in Kentucky where his family raised tobacco and beef cattle. After his college years and a short stint in the military, including one deployment to Iraq, he took a job with Kentucky Department of Agriculture (KDA) as a Pesticide Inspector in 2012. John advanced quickly to Executive Staff Advisor until being promoted to his current position in 2018 as the Product Registration and Technical Support Branch Manager for Environmental Services with KDA. He now lives in Lexington, KY with his wife Anna, their two dogs Bear & Jack, and one cat Esmeralda.

John was recently elected to serve as Vice President of the ASPCRO Board of Directors beginning in August of 2023.

Courtney Frazier

Vice President

Courtney Frazier serves as the Assistant Director for the division of Agricultural Environmental Services with the Florida Department of Agriculture and Consumer Services. Courtney began her career with FDACS in 2015 as a senior attorney with the Office of General Counsel, ultimately moving to the Assistant Director position where she currently assists with planning and directing the overall objectives of the division. She assists with setting program priorities, evaluates outcomes, and assists in carrying out legislative mandates of Chapters 388, 482, 487, 576, 578 and 580, Florida Statutes. This includes Florida’s Pesticide, Pest Control and Mosquito Control laws. Prior to joining FDACS, Courtney worked as an assistant state attorney prosecuting criminal cases. Courtney holds a B.S. in Criminology and a Jurist Doctor from Florida State University.

Matt Lopez

Secretary

Matthew (Matt) Lopez started his career at Colorado Department of Agriculture as an Inspector/Investigator in 2006 and currently serves as the Pesticide Enforcement Manager where he is responsible for the enforcement of the Colorado Pesticide Applicators’ Act and its associated rules and regulations since 2009. Matt is the current Chair of the ASPCRO Rodenticide Committee. Matt holds a B.S. in Biology and a Masters of Public Administration with an emphasis in Environmental Policy, Management, and Law.

Matt was recently elected to serve as an At Large member of the ASPCRO Board of Directors in 2024.

Grant Bishop

Treasurer

Grant Bishop has been with the West Virginia Department of Agriculture employee since 1992. Currently he is the Deputy Director of the Regulatory and Environmental Affairs Division and manages the Pesticide Regulatory Programs Unit and The Environmental Programs Unit of the Division. A proud graduate of West Virginia University with a Bachelor of Science in Agriculture, Grant has served as the Board of Directors Treasurer since 2003 and is the current Chair of the Building Code Committee.

David Huber

At Large Member

Dave Huber is the Deputy Director of the Public Health and Agricultural Resource Management (PHARM) Division at the Vermont Agency of Agriculture, Food & Markets (VAAFM). Dave currently serves as the Chairperson of the Board of Directors for the Northeast Environmental Enforcement Project (NEEP), which provides environmental enforcement training to state government Agencies and Departments across the northeastern and mid-Atlantic United States. He also serves as Chair of the Association of Structural Pest Control Regulatory Officials (ASPCRO) Inspector Training Committee. Dave holds a Bachelor of Arts in Anthropology from St. Mary’s College of Maryland, and Master of Studies in Environmental Law and Juris Doctor degrees from Vermont Law School.

Dave was recently elected to serve as an At Large member of the ASPCRO Board of Directors in 2024.

LeAnna Merritt

LeAnna Merritt

At Large Member

LeAnna Merritt serves as a Compliance Specialist for the Structural Pest Division of the Georgia Department of Agriculture. She provides support and compliance assistance to inspectors, consumers, and pest management professionals throughout the state of Georgia. After graduating from the University of Georgia with a bachelor’s degree in animal science in 2017, LeAnna began her pesticide regulation career in 2019, as a field inspector for the Department. She ultimately moved into a supervisory role and now oversees the field operations of the Division. LeAnna is currently a member of the Inspector Training Committee of the Association of Structural Pest Control Regulatory Officials. This committee puts together a year-long training for a cohort of regulators nationwide.

Allison Cuellar

Past President

Allison Cuellar is the Coordinator for the Structural Pest Control Service at the Texas Department of Agriculture. Allison graduated from University of Texas at Austin with a Bachelor of Arts and a master’s in public affairs. Allison has been a licensed applicator for several years and has been a member of ASPCRO for over a decade. Allison was elected to serve as the ASPCRO President in August 2023 and is also the chair of the IPM in Schools Committee.

Linda Johns

Executive Secretary

Linda Johns is the Associate Director for the Pesticide Safety and Environmental Education Program, University of Minnesota Extension. Her previous position was with the Montana Department of Agriculture where she served as the Program Manager for the pesticide registrations, licensing, and training programs. Linda is a graduate of Montana State University where she received a BA in the Science of Horticulture and the University of Nebraska where she received a MA in the Science of Entomology.

Linda has/is involved with several local and national associations: President of the Association of Structural Pest Control Regulatory Officials (ASPCRO), co-Chair for Certification Training Assessment Group (CTAG), and Executive Secretary of the National Pesticide Safety Education Center (NPSEC).

Linda currently serves as the ASPCRO Executive Secretary since June of 2024.
